The first place to look when a print seems to be running to slow is in the cooling settings. Specifically Filament -> Cooling -> Cooling Thresholds.
'The Slow Down If Layer Print Time Is Below' setting controls the minimum amount of time that the printer will always spend on a layer. If the layer could have been printed falter than this the printer will slow down to make the layer take longer.
