To access the Image Converter, download MatterControl (if you haven't already), and sign in using your MatterHackers account.

If you were already logged into your MatterControl account, sign out, and then back in.

Select the "Create" link - it looks like a little beaker and is toward the bottom left of the MatterControl screen.

The Image Converter should be unlocked, ready for you to use.
