Our shipping system runs on UTC time (+8 hours during normal time and +7 during day light savings).  When our label is generated, oddly enough it sends our system time to USPS, as opposed to the actual time.  For example you will often see the shipping label be out of order as below:

As you can see here it looks like it arrived at the origin facility before the label was created, but since the shipping label shows UTC time, it was actually created at 1:26PM.
